Alice Burton is the founder and President of Burton Policy Consulting, LLC. Alice has a deep understanding of the Maryland health policy environment and health care reform with over 20 years of policy experience. Alice’s work on health reform implementation draws heavily on her roots in the Maryland Medicaid program, where she served in progressive roles for over a decade and under multiple administrations, culminating as Chief of Staff to the Maryland Department of Health and Mental Hygiene from 2007 to 2009. Between 2004 and 2007, Alice served as Program Director for the Robert Wood Johnson Foundation’s State Coverage Initiatives. In this capacity Alice worked with state policy leaders throughout the U.S. to develop initiatives to expand health insurance coverage, laying the groundwork and developing models for national health reform.
Over the last decade Alice built a practical and capable team of independent consultants with complementary skills. Alice has a Master of Health Science from the Johns Hopkins Bloomberg School of Public Health and is a graduate of the University of Maryland, College Park.
