Alice Burton (M.H.S., Johns Hopkins Bloomberg School of Public Health) is the President and Founding Partner of Burton Policy Consulting, LLC. Alice has a deep understanding of state health policy with 30 years of policy experience working with state health policy makers. Alice has supported the development of health reform initiatives including designing and convening multi-agency and diverse stakeholder governance structures.  Alice managed Maryland’s initial stakeholder and policy development response to the Affordable Care Act in 2010 and later supported the Maryland’s hospital rate setting commission to engage stakeholders in 2014 to support the new All Payer Model. In more recent years, Alice has supported the continued evolution of the model, including Maryland’s AHEAD application and implementation. Alice’s work on health reform implementation draws heavily on her roots in the Maryland Medicaid program, where she served in progressive roles for over a decade and under multiple administrations, culminating as Chief of Staff to the Maryland Department of Health and Mental Hygiene from 2007 to 2009. Between 2004 and 2007, Alice served as Program Director for the Robert Wood Johnson Foundation’s State Coverage Initiatives. In this capacity Alice worked with state policy leaders throughout the U.S. to develop initiatives to expand health insurance coverage, laying the groundwork and developing models for national health reform. Over the last decade, Alice has built a practical and capable team of independent consultants with complementary skills. Alice holds a Master of Health Science from the Johns Hopkins Bloomberg School of Public Health and is a graduate of the University of Maryland, College Park.
