Allison Haley, Principal, has over 15 years of Medicaid and Medicare. Her areas of expertise include: managed long-term services and supports; program eligibility; claims payment, processing, and analysis; value-based payment methodologies; and program integrity. In her role as a consultant with Burton Policy, Allison provides project management and planning services to health plans, Medicaid agencies, and other public health entities utilizing health information exchange data. As a consultant, Allison also provides support to health plans on managed care procurements, including writing and strategic support. Prior to joining Burton Policy, Allison served as Senior Director for Strategy and Analytics for UPMC Community HealthChoices (CHC) where she was responsible for developing, operationalizing, and evaluating strategic initiatives to support UPMC CHC’s goals in operating its managed long-term services and supports (MLTSS) program for the Commonwealth of Pennsylvania. Allison also was a Managing Consultant at The Lewin Group for over a decade, providing strategic support to clients in the areas of eligibility, program integrity, claims systems, payment methodologies and program structure. Allison has a Master of Science in Public Policy and Management from Carnegie Mellon University.
