Bryanna Shaughnessy (M.H.S., Public Health, Excelsior University) is a consultant with over a decade of experience supporting Medicaid program operations, health information exchange, and IT project delivery. She has subject matter expertise in state Medicaid policy and operations, including regulations and State Plan requirements, claims processing, and program integrity, with a focus on operationalizing policy through interoperable data and technology solutions. Bryanna has led implementation and operational oversight of major Medicaid system initiatives, including electronic visit verification (EVV), billing modernization, and service plan design for Maryland Medicaid’s Office of Long Term Services and Supports, Developmental Disabilities Administration, and the Brain Injury and Autism Waiver programs. Her work has modernized programs and improved compliance, system performance, and user experience for providers and program staff. Bryanna currently serves as Operations Coordinator for the Statewide Health Information Network for New York (SHIN-NY), acting as a key partner in New York Medicaid’s 1115 Waiver implementation to address health-related social needs. She has led complex health IT initiatives as a senior project manager, coordinating policy, technical, and operational teams to deliver scalable, compliant solutions that advance statewide interoperability and Medicaid transformation, specializing in connecting policy vision to technical and operational execution.
